Tier 3 — Tiered Attendance Intervention Guidance

Multidisciplinary School-Site Support (SST / MTSS)

Coordinate and intensify support when attendance concerns persist despite reasonable site-level intervention or when needs are complex and require a multidisciplinary response.

WUSD local practice: COST may serve as the site's multidisciplinary SST/MTSS-equivalent team when additional coordination is needed. This team should not be where the barrier is first discovered. It should be where the team addresses barriers that have not been sufficiently resolved through initial intervention.

When this tier applies

  • A documented site-level intervention cycle was implemented and monitored without sufficient response
  • Needs span several domains and require multiple perspectives
  • Existing supports overlap or conflict and need coordination
  • Additional assessment or specialized support may be required

What staff do at this tier

Practice guidance, not a referral checklist.

  1. 1Bring the intervention story, not just an absence count.
  2. 2State plainly what the team is being asked to help solve.
  3. 3Review attendance alongside academics, behavior, engagement, and family context.
  4. 4Clarify unresolved barriers and reduce duplicated services.
  5. 5Assign responsibilities, measurable goals, and a follow-up timeline.
  6. 6Monitor the plan — do not simply refer and close.
  • The attendance concern and the attendance pattern
  • Student perspective and family perspective
  • Identified barriers, or documented attempts to identify them
  • Interventions attempted and the staff responsible
  • Duration and implementation fidelity
  • Progress-monitoring results
  • Unresolved needs

Modify

Adjust coordinated interventions.

Return to Tier 2

Needs can now be managed through targeted site support.

Move to SART

The attendance concern remains significant and requires formalized attendance intervention.

Urgent / additional support

Circumstances require other immediate district or community response.

Move to a more intensive tier when

  • Coordinated supports were implemented and monitored without sufficient response
  • Formalized expectations and accountability are now needed

Reduce the level of intervention when

  • Needs are narrower and can be managed by the site case owner at Tier 2
