Tier 4 — Tiered Attendance Intervention Guidance

SARB Intensive Coordination

Provide intensive district and community coordination, intervention, and accountability when earlier interventions have not sufficiently resolved the attendance concern.

Avoid framing SARB solely as punishment. Support and accountability can exist together.

When this tier applies

  • SART was implemented and monitored without sufficient improvement
  • Barriers require district or community authority and resources
  • Intensive coordination and formal accountability are both needed

Key question: What do we need SARB to help accomplish that previous interventions have not accomplished?

What staff do at this tier

Practice guidance, not a referral checklist.

  1. 1Summarize the full attendance and intervention history before referral.
  2. 2Confirm legal and process documentation is complete and accurate.
  3. 3State the specific ask for the board.
  4. 4Build a plan naming responsibilities for student, parent/guardian, school, district, and community partners.
  5. 5Set measurable goals, timelines, progress review, and follow-up responsibilities.

Decision point

At the review date, choose deliberately and record it.

Improving

Continue the SARB plan and begin follow-up tracking.

Modify

Adjust directives or supports.

Intensify

Add district or community coordination.

Reconvene / additional response

Circumstances require the panel to meet again or another agency response.

Move to a more intensive tier when

  • This is the most intensive tier — escalation here is to additional agency coordination

Reduce the level of intervention when

  • Attendance stabilizes and the case moves into re-engagement and follow-up, then back to site support
